Reason

Full error name:
"There are no samples in this program. Check the '<sample cd name>' folder in Packs\SampleFusion\ to access the samples."

The SampleFusion content you try to open in DirectWave does not include any DirectWave patch files.

Solution

You can only open this SampleFusion content as one shot and single samples.
Find the samples in the FL Studio browser (see arrow) and use the sample content from there.
