FL Studio 12.4.1 64bit (latest afaik), Signature Bundle on a 4th gen I7 mobile workstation, with 16GB RAM, running Windows 10 Pro 64bit.

it seems to be that all plugins inside: drive-library-audio-plugins work and the plugins only in drive-username-library-audio-plugins doesn't.
But fl studio finds those also.
Hope you have enough info to look at it. ...
