i've been trying to get Channel pitch to work in the piano roll, as well as fine pitch, and it wouldn't. Even though it works from my mouse and MIDI Controller.

forum expected. Yet, the plugin pitch does not change.
For example the pitch changes in FL Slayer, but it does not change in Slayer 2.
It works with Dimension Pro 64, but it does not work with MiniMogue VA.
And so on... ...
forum FL Studio 12 and I've noticed when sending MIDI Events through Patcher to a plugin, it fails to send the pitch information to that plugin. This was not an issue in Studio 10.
