This error indicates you have made too many download requests in a short time frame.

This is nothing serious (at least if you are a genuine customer) as all you need to do is to wait some time (day) and make less download requests in future.
Don't worry about your rights to download from our server. They are NOT limited in time, and you will be able to download later.
A good strategy is to download the samples you need first and download more when the need arises.
